FSSAI for a PG or hostel mess: registration or licence?
A PG or hostel that prepares or serves food is a food business and needs FSSAI authorisation. Which tier applies depends on annual turnover. Thresholds were revised by amendment regulations notified in March 2026 and implemented from 1 April 2026: registration now generally covers turnover up to ₹1.5 crore, a State Licence applies above that up to ₹50 crore, and a Central Licence above ₹50 crore. The earlier registration ceiling was ₹12 lakh, so most messes that previously needed a State Licence now fall within registration.
If you serve food, you are a food business
Operators often assume FSSAI is for restaurants. It is not. Preparing or serving food to residents, whether as a full mess, two meals a day or only breakfast, makes a PG a food business under the Food Safety and Standards Act, 2006, and food businesses need to be registered or licensed before they operate.
Outsourcing the cooking does not automatically move the obligation either. If the food is prepared and supplied by a caterer, that caterer needs their own authorisation, and you should see it rather than assume it. Whether you also need your own depends on what you are doing at the premises.
Which tier applies
The three-tier structure is unchanged; the turnover bands moved. These are the bands as revised with effect from 1 April 2026.
| Tier | Annual turnover | What it is |
|---|---|---|
| Registration | Up to ₹1.5 crore | The basic tier, which now covers most PG and hostel messes |
| State Licence | Above ₹1.5 crore up to ₹50 crore | For larger operations within a single state |
| Central Licence | Above ₹50 crore | For the largest businesses and certain categories regardless of turnover |
Before the revision the bands were up to ₹12 lakh, ₹12 lakh to ₹20 crore, and above ₹20 crore. Eligibility can also turn on the type of food business rather than turnover alone, so confirm your category on the FoSCoS portal rather than reading turnover off a table.
Getting it in place
- Work out your annual turnover for the food activity and check it against the current bands on the FSSAI portal.
- Confirm your business category on FoSCoS, since category can determine the tier independently of turnover.
- Apply through FoSCoS, which is the single portal for registration and licensing.
- Keep the certificate displayed at the premises, which is a standing requirement rather than a formality.
- Note the validity period and renew before expiry rather than after, since operating on a lapsed authorisation is the same problem as never having had one.
- If a caterer supplies the food, obtain and keep a copy of their authorisation.
What it actually requires of you day to day
The authorisation is the visible part; the obligations behind it are about food hygiene and handling, and they are what an inspection looks at. Clean preparation areas, potable water, covered storage, pest control, waste handling, and food handlers in a fit state of health.
Two practical points matter for a PG specifically. First, residents are a captive population eating the same food daily, so an outbreak affects everyone at once and is immediately attributable to you. Second, the mess is usually the most complained-about part of a PG, and a documented hygiene routine is the cheapest defence against complaints that escalate.
Keeping a simple record of the menu, supplier bills and any health checks is not an FSSAI formality so much as the thing that lets you answer a complaint with facts.

FSSAI for PG and hostel FAQ
Does a PG or hostel mess need an FSSAI licence?
It needs FSSAI authorisation if food is prepared or served, which may be a registration or a licence depending on annual turnover and category. Serving even limited meals makes a PG a food business under the Food Safety and Standards Act, 2006.
What is the FSSAI turnover limit for registration now?
Following amendment regulations notified in March 2026 and implemented from 1 April 2026, registration generally applies up to ₹1.5 crore of annual turnover, a State Licence above that up to ₹50 crore, and a Central Licence above ₹50 crore. The earlier registration ceiling was ₹12 lakh, which is what most older articles still quote.
Do I need a licence if a caterer supplies the food?
The caterer needs their own authorisation, and you should obtain and keep a copy rather than assume it exists. Whether you also need your own depends on what food activity happens at your premises, so check your category on FoSCoS.
Where do I apply?
Through FoSCoS, the FSSAI portal that handles both registration and licensing. It is also where you can confirm your business category, which can determine the tier independently of turnover.
What happens if a PG serves food without FSSAI authorisation?
Operating a food business without the required registration or licence is a contravention of the Food Safety and Standards Act, 2006 and carries penalties under it. Practically, it also leaves you with no answer if a resident complains to the food safety authority.
Does the certificate need to be displayed?
Yes. Displaying the registration or licence at the premises is a standing requirement, not a one-time formality, and it is among the first things an inspection looks for.
